POLICY STATEMENT

The City supports Council member's development through attendance at appropriate conferences, workshops, seminars and educational opportunities.


REASON FOR POLICY

This policy establishes a program for Council member's to attend conferences, workshops, seminars and educational opportunities.


DEFINITIONS

  1. Conferences, workshops, seminars and educational opportunities include, but are not limited to the following:
    1. Alberta Urban Municipalities Association
    2. Federation of Canadian Municipalities
    3. Northern Mayor's Caucus
    4. Elected Officials Symposium
    5. Other conferences, workshops, seminars and educational opportunities approved by the Mayor

RESPONSIBILITIES

Council Member's:
  1. May attend the Federation of Canadian Municipalities and the Alberta Urban Municipalities Association annual conference;
  2. Will obtain the Mayor's permission to attend other conferences, workshops, seminars and educational opportunities;
  3. Will obtain approval, by resolution of Council, for a nomination or appointment to office for an external association, where the expenses are expected to be covered by the City.

The Mayor

  1. Will take into consideration program content, Council member interests and availability of funds in considering requests to attend conferences, workshops, seminars and educational opportunities. 

The City

  1. Will pay expenses and per diems required for Council member's to fulfil an appointment to the Board of Directors of an association such as the Federation of Canadian Municipalities and the Alberta Urban Municipalities Association;
  2. Will reimburse Council member's for expenses incurred to attend conferences, workshops, seminars and educational opportunities at the rate in effect for City employees;
  3. Will pay registration fees only for spouses, partners or companions attending conferences with Council member's;
  4. Will not be responsible for any costs incurred for spouses, partners or companions to accompany Council member's to workshops, seminars or educational opportunities.
