POLICY STATEMENT

The City will maintain an annual level of remuneration for Council members consistent with comparable Cities.

REASON FOR POLICY

The City commits to providing a fair and reasonable level of remuneration for elected officials.

RELATED INFORMATION

In accordance with Revenue Canada’s provisions for Municipal Officials, one-third (1/3) of the total allowances and honoraria paid to municipal officials will be in lieu of expenses. The remaining two-thirds (2/3) is income from elected or appointed office, and is therefore subject to income taxation and considered as earnings.

DEFINITIONS

1.  Remuneration means the annual rate of pay for the Mayor and Aldermen.

2.  Per Diem means the rate of pay, on a half day or full day basis, for Council member’s attendance at conferences, workshops, seminars, etc., outside of the City.

3.  Expenses include transportation, hotel, car rental, mileage, taxi fare and other out-of-pocket expenses incurred while on City business.

4.  Benefits Package is the insurance coverages available to Council through the City’s group carrier.


RESPONSIBILITIES


1. Remuneration

Council will set the remuneration for the Mayor and Aldermen in the third year of a Council term to become effective after the General Election for the three year term of the new Council.  Salaries will be adjusted annually, effective January 1st based on the Alberta Consumer Price Index.

2. Per Diem

Per diem rates for the Mayor and Aldermen will be set by Council in the third year of a Council term to become effective after the General Election for the three year term of the new Council.  A per diem is payable for each half day or full day a Council member is away from Grande Prairie on City business.

3. Expenses

The City will reimburse Council members for expenses incurred while on City business. Reimbursement will be in at the rates in effect for City employees.

4. Benefits Package

The following benefits will be available to members of Council:

Group Life (Premiums paid 100% by the individual)
Accidental Death and Dismemberment (Premiums paid 100% by the City)
Dependent Insurance (Premiums paid 100'% by the City)
Alberta Health Care (Premiums paid 75% City / 25% individual for single coverage and 50% City / 50% individual for family coverage)
Extended Health and Dental Care (Premiums paid 100% by the City)
