POLICY STATEMENT

The proper operation of democratic local government requires that elected officials be independent, impartial and duly responsible to the people. To this end, it is imperative that:

1. Government decisions and policy be made through the proper channels of government structure.

2. Public office not be used for personal gain.

3. The public have confidence in the integrity of its government.


REASON FOR POLICY

To outline certain basic rules for all elected Council members of the City of Grande Prairie so that they may carry out their duties with impartiality and equality of service to all, recognizing that the basic function of the Council of the City of Grande Prairie is, at all times, service to the City of Grande Prairie and its public.

To further these objectives, certain ethical principles should govern the conduct of all elected Council members of the City of Grande Prairie in order that they maintain the highest standards of conduct in public office and faithfully discharge the duties of office without fear or favour.


RESPONSIBILITIES

The following rules apply to the conduct of Council Members at all times and particularly at all meetings of Council and its committees, and the meetings of any Board, Commission, Committee or Agency to which a Council member is appointed as a representative of Council.

The Members of Council shall:

1. Govern their conduct in accordance with the requirements and obligations set out in the applicable Legislation of Canada and Alberta and the Bylaws of the City.

2. Not use confidential information for the personal profit of themselves or any other person.

3. Not communicate confidential information to anyone not entitled to receive it.

4. Not use their positions to secure special privileges, favours or exemptions for themselves or any other person.

5. Register with the City Clerk, any personal gifts or tokens of appreciation received from any person, firm or corporation who has direct or indirect business dealings with the City of Grande Prairie.

6. Not use or permit the use of City owned vehicles, equipment, material or property for their personal convenience or profit.

7. Act in the best interest of the City of Grande Prairie in carrying out the functions and duties entrusted upon them as members of Council.

8. For a period of twelve months after leaving office, abide by the ethical standards of conduct listed in this policy, except those related to confidential information, which shall apply in perpetuity.

The spirit and intent of these guidelines shall be recognized and observed by Members of Council. They shall not assume that any unethical activities not covered by or specifically prohibited by these guidelines, or by any legislation, are therefore condoned.
