What is annexation?

Annexation is the process of transferring land from one municipal jurisdiction (i.e. County) to another municipality's jurisdiction (i.e. City). It involves a change in the City's boundaries by extending them farther into the County.

What lands are being considered?

The annexation proposal includes land around all sides of the City. This includes:

  • lands west of the City around and south of the airport.
  • a half mile wide strip of land along the north east and east boundary of the City
  • lands next to the very southeast corner of the City
  • land to the south of the City around the City's landfill and wastewater treatment plants.

Why is annexation being proposed?

There are several reasons for the City's annexation proposal:

  • Some of the lands are owned by the City of Grande Prairie and the City is interested in having these lands under its jurisdiction.
  • The City needs additional land to develop well-planned industrial parks that will accommodate industrial expansion and development.
  • Lands along Highway 43 south of the airport form part of an important entrance way into the City and the City wishes to ensure attractive and aesthetically pleasing development along this corridor.
  • Several landowners have requested that their lands be included in the City's annexation proposal.
  • The economical and efficient provision of water and sanitary sewer services to the expanding east side of the City is dependent on some of the lands currently in the County developing as part of an urban neighbourhood.

In general, the proposed annexation will enable the City of Grande Prairie to plan for long term growth and development in an efficient and economical fashion. The Annexation Report provides a more detailed discussion of why the City is interested in annexation.

What is the process?

The official annexation process began with discussions and negotiations between the City of Grande Prairie and affected parties. Affected parties include the County of Grande Prairie, local school and health authorities, landowners in the annexation areas, and the general public. The Annexation Report describes the process that was used and the key outcomes.

The Annexation Report has been forwarded to the Province's Municipal Government Board as the City's official annexation application. It describes many points of agreement between the City and the County as well as the point requiring additional discussion.

A mediation process to resolve the outstanding issues is being undertaken before the Municipal Government Board starts to review the City's annexation application. A public hearing may be held as part of the review process. The final decision on annexation rests with the Province.
