The fabric of this community, located 450 kilometres northwest of Edmonton, is a fusion of pioneer spirit and new energy fuelled by rapid growth.  Grande Prairie’s population grew by almost 30 per cent over the five years before the 2006 federal census, which recorded this city as the second fastest growing in Alberta. This growth put Grande Prairie third among mid-sized urban centres in Canada. The municipal census during 2007 verified that the population has surpassed the 50,000 resident mark. With about three quarters of the residents under the age of 45, Grande Prairie is a vibrant community where people are eager to see the municipality progress even further.

Position Summary:
The challenge is to facilitate development of new municipal infrastructure at the highest quality possible by working with developers, consultants, external agencies and internal departments.  This includes review, approval and inspection of the design and construction of new municipal infrastructure ensuring consistency with City plans, standards and other documents.

Job Responsibilities:
• Provide direction and advice to City staff, general public, external agencies and consultants regarding engineering issues.
• Participate in Municipal Development Plan, Area Structure Plans, Area Re-development Plans, Land Use By-law, Master Plans, Functional Plans and other relevant document preparation by the City and / or external agencies.
• Review and comment on planning and development applications such as: subdivision, development permit, amendments to Area Structure Plans, Outline Plans and other planning documents, lane closure, etc.
• Establish and maintain an effective relationship with City Developers and their Consultants, other City Departments and employees, external agencies and the public.
• Review and approve Design Reports, and Supplementary Reports (Example: Environmental, Geotechnical, Transportation, Storm and Parks).
• Coordinate City review of engineering drawings, consolidate comments, liaison/negotiate with applicant and approve on behalf of the City.
• Review and approve location and alignment of new shallow utility infrastructure improvements (ATCO Gas, ATCO Electric, Northern Cable, Telus, etc.), issuance of permits if necessary.
• Ensure new development of municipal infrastructure conforms to Area Structure Plans, Master Plans (Water, Sanitary, Storm and Transportation), Functional Studies, Design Reports, Supplementary Reports, Outline Plans, City Standard guidelines, Provincial Standards and any other relevant document.
• Provide input into preparation of Servicing Agreements and other agreements resulting from subdivision and development applications.  Assist in monitoring compliance with Servicing Agreements and acceptance of new services through inspections.
• Compile and present reports to Public Works Committee, development community, general public and others as required.
• Participate in regular meetings including: Development Review Team, inspector/consultant meetings, etc.
• Update and maintain the Construction and Design Manuals based on good engineering principles, maintenance, safety and economic considerations, with input.
• Streamline and improve processes based on sound engineering principals, maintenance, safety and economics considerations, with input.
• Complete capital projects as assigned; examples could include preparation or monitoring of Master Plans, Functional Studies or construction projects.
• Capital projects would involve: scheduling, budget and funding source, grant applications and submissions, contract supervision, design and construction generally accomplished through use of consultants.
• Mentor / review / train/ support new or junior staff.
• Participate in Budgeting and Business Plan development

Qualifications:
• Degree in Civil Engineering with registration in APEGGA.
• Combination of diploma in Civil Engineering Technology and experience with registration in ASET
• Minimum of five years progressively responsible professional engineering experience in the Municipal Engineering environment.
• Successful applicants must provide proof of qualifications.

Salary: $76,771 to $93,268 annually based on Education and Experience, 40 hours per week

Knowledge, skills and ability:
• Knowledge and understanding of municipal engineering design and construction practices
• Knowledge of municipal development industry and municipal legislation related to it
• Strong organizational and time management skills with the ability to multi-task and prioritize workloads
• Self-motivation, strong interpersonal communication skills and an ability to work in a team environment
• Proficient in the use of computers in a Windows operating system.
