Business Licences - Taxis


  • "Taxi broker" refers to any person who operates a taxi business
  • "Taxi" means a vehicle used to transport passengers and their baggage, on request, to a stated destination, equipped with a taximeter

Application Requirements

  • An applicant for a taxi broker licence must provide the Chief Licence Inspector with:
    • A list of the motor vehicles to be used by the applicant
    • A list of all drivers or operators to be employed or engaged by the applicant or otherwise used in the applicant's business, including their full names, addresses, and driver's licence numbers
    • Any additional information requested by the Licence Inspector
  • An applicant must also provide the City with:
    • The name of the registered owner and proof of registration for each vehicle to be licensed
    • Proof that each such vehicle is insured as required by the Province of Alberta
    • A mechanical fitness report with respect to each vehicle as prescribed by the Chief Licence Inspector, completed by a licensed mechanic within the period of two (2) weeks prior to the date of application (currently the City uses the Alberta Out of Province Inspection standard and forms)
    • A current Operating Authority Certificate issued by the Province of Alberta
    • Any additional information requested by the Licence Inspector
  • A taxi broker requires a separate licence for each name under which he or she carries on business
  • A taxi broker must obtain a licence for each taxi to be operated by that person
  • Every taxi and limousine broker shall ensure that each person employed in operating any taxi or limousine is in possession of a valid Alberta driver’s license and a valid chauffeur permit


  • A License Inspector may, at any time, require a taxi to be inspected by a motor vehicle service centre designated by the City, at such time and place as that License Inspector may designate, and the vehicle owner shall deliver such taxi at the time and place so designated. All costs of the mechanical inspection shall be paid by the vehicle owner.
  • As well, all taxi and limousines must be inspected by a License Inspector. These are carried out as follows:
    • Newly licensed vehicles need to be inspected before permit is issued
    • Annual renewal of vehicle permits takes place in April of each year, and all vehicles must be inspected at this time
    • Mid-year inspections are carried out for all vehicles in October of each year. At this time, those vehicles older than 10 years in age are required to have a mechanical inspection report (Out of Province Form) completed within 2 weeks prior to the inspection.
