What Is a Development Permit?

A Development Permit is a document that authorizes a proposed development to proceed pursuant to the provisions of the Land Use Bylaw. A Development Permit is not a Building Permit.

When is a Development Permit Required for a Deck?Deck 1

A Development Permit may be required for construction of a deck depending on the decks size, location and design. A development permit is required if the deck will have a solid roof, two or more solid walls above the decking, or it requires a variance to any standard in the Land Use Bylaw.

When designing a deck, consideration should be given to the required setback from property lines, the existing structures on the property, lot coverage, the location of Utility Right of Ways and Easements.

A Development Officer will be able to assist you in planning your new deck construction.

Processing Your Development Permit Application

Processing times for Development Permit applications depend on the type of development.  Provided the application is complete with all of the required information, most applications can be ready for release within two weeks. If a variance is required, the process may take longer.

Development Permit Application Requirements

Applications for a Development Permit for a deck must be accompanied by the following:
  • A completed application form.
  • Authorization Letter. If you are a renter, or your name is not listed on the property’s land title, you require an authorization letter from the owner.
  • A copy of your Survey/Real Property Report with the deck drawn in its proposed location and the following measurements indicated:
  1. Dimensions of the proposed deckDeck 2
  2. Distance from the edge of your proposed deck to all of the property lines
  3. Property dimensions
  4. Locations and sizes of all other existing accessory buildings/structures
  • An Elevation Drawing of the proposed deck with the following information:
  1. Length
  2. Width
  3. Height from the ground to the support beams and finished floor height
  4. Height of the guard rails
  5. If the deck is open, covered, or enclosed  

If the deck is already constructed, please include photos of the deck.

A fee for the Development Permit Application must be paid at the time of application.

Deck             $75.00

Variances    $400.00 Plus base permit fee


Where an applicant wishes to cancel a development permit application, there will be no refund of the fees paid.
