At the September 10, 2018 City Council Meeting:

Council approved an amending bylaw to remove the cap on the cannabis retail licenses.

If you were unsuccessful in the lottery or a new applicant, the City’s Planning & Development Department is continuing to accept applications for Development Permits. Please submit a complete application with applicable fee and your application will be processed in the order in which it is received. Please contact or 780-538-0325 for more information.

Sept 10, 2018 City Council  amended the Business License Bylaw and removed the Business License cap that was established on June 18, 2018


On April 13, 2017 the Government of Canada tabled the Cannabis Act, which subject to parliamentary approval, will legalize and regulate recreational cannabis in Canada. It is anticipated the Cannabis Act will take effect in the summer of 2018. For more information visit  Government of Canada: Legalization and Regulation of Cannabis

The Government of Alberta has subsequently established its own act and regulations (An Act to Control and Regulate Cannabis) in response to the federal cannabis framework. For more information visit Government of Alberta: Alberta Cannabis Framework and Legislation

As a result of both the federal and provincial cannabis acts, municipalities have been delegated a degree of responsibility in regard to cannabis. Municipalities have the authority to:

  • Set greater separation distances than set out by the provincial regulations, or add additional buffer zones to best suit their communities' needs,
  • Specify any separation distances between any two cannabis retail stores,
  • Regulate store hours and,
  • Regulate public consumption of cannabis within restrictions set by other orders of government.

In October 2017, the City Manager established a Cannabis Form and Fold Team (CFFT) to prepare the City of Grande Prairie for the upcoming legalization of recreational cannabis. The team consists of representatives from Planning & Development, Community Social Development, Enforcement Services, Communications, Economic Development and the RCMP.

Citizen Engagement

A web based public opinion survey was available in March, 2018 on the City of Grande Prairie’s website and social media. A total of 1701 responses were received. The results are available to view here.

Municipal Regulation of Cannabis

City management has guided their approach to the proposed municipal regulation of cannabis based on achieving the following objective: 

To provide a reasonable opportunity for the production, sale and consumption of recreational cannabis so as to remove the negative affects of prohibition.”

April 2017  The City's Community Growth Committee passed a motion to refer the municipal regulation of cannabis to City administration. 
June 2017 The City's Community Growth Committee directed City administration to undertake a strategic, interdepartmental approach to cannabis regulation for the City of Grande Prairie.

August 2017

City Council approved interim amendments to the Land Use Bylaw to add cannabis related definitions. These uses were not added to any land use district.
September 2017 - April 2018 1. Monitored proposed Federal and Provincial legislation.
2. Provided input in the decision making process at the provincial level.
3. Researched other jurisdictions in both Canada and the USA that have existing  regulations and experience in legalized cannabis.
4. Consulted with internal departments and external stakeholders to ensure all the impacts on the community are understood and addressed.
