Petition From Shores Gated Community

Council referred to the Standing Committee process a petition brought forward by residents of The Shores, a gated community, located 8910-122 Ave.

The petition requests a reduced mill rate as compensation to unit holders for the services not provided to the end of residents’ driveways by the City.

Services contracted by the condominium association using condo fees include snow removal, street cleaning, road repair and/or maintenance, garbage collection, street light electrical usage, and repair and/or replacements of items such as groundwater catchment basins.

The complex has 52 units and is the only gated community in the City.

Evergreen Park Funding Requests

Council was asked to provide $200,000 a year in operational funds over the next five years to Evergreen Park during a presentation by Board members Rob Clayton and Shelley Lazenby, along with general manager Dan Gorman. This item was referred to 2018 budget deliberations, which are set for Nov. 15-17.

Council referred to the Standing Committee process a request from the Evergreen Park Board to develop a Transit relationship with the facility to enhance transportation options for major events.

During the presentation, Council heard that Evergreen Park has a total economic impact of $43,134,002.

Tidewater Midstream & Infrastructure Ltd. Update

Representatives of Tidewater Midstream & Infrastructure provided an update to Council on a natural gas storage facility planned for opening in early 2019 in the Hughes Lake Area, located in the newly annexed area on the west side of Grande Prairie.

The company received regulatory approval last week for the $200 million project and will be seeking a development permit from the City in the next few days.
Tidewater has 35 natural gas processing facilities in Alberta.

Development Officers Appointed

Council appointed Eugene Tobin and Stuart Wraight as Development Officers in accordance with the requirements of the Municipal Government Act and Land Use Bylaw C-1260.

Section 624 of the Municipal Government Act requires Council to provide for a development authority that may include a designated officer, a municipal planning commission or any other person or organization.

Section 11.3 of the Land Use Bylaw states, “The Development Authority shall be the Development Officer, the Community Growth Committee or, where the context of this Bylaw permits, City Council.”

Appointment of Corporate Services Director

Council appointed Susan Walker as the Corporate Services Director as a Designated Officer, effective Oct. 1, 2017, pursuant to Bylaw C-1277, the City Administration Bylaw.

Ms. Walker replaced Ken Anderson, who retired earlier this year.

South Peace Regional Archives Society

Council appointed Councillor Wade Pilat to serve on the South Peace Regional Archives Society.

Subdivision and Development Appeal Board Temporary Appointments

Residents Lynn Coulter, Cheryl Schindel and Alan Tibbles were appointed as temporary public members on the Subdivision and Development Appeal Board (SDAB). Members are required to serve for a scheduled SDAB hearing on Dec. 4.
