About FCSS

The Family and Community Support Services (FCSS) philosophy is based on a belief that self-help contributes to a sense of integrity, self-worth and independence. The programs developed are intended to help individuals in their community to adopt healthy lifestyles, thereby improving community quality of life and building the capacity in citizens to prevent and/or deal with crisis situations should they arise.

For over forty years, the provincial and municipal governments have joined together to provide financial resources for preventative social services.

It  is administered provincially through the Ministry of Human Services. The FCSS program is designed to provide preventive community based services, planned and delivered with a strong volunteer component, to address community needs.

Services that FCSS must not fund:

  • Services that provide primarily for the recreational needs or leisure time pursuits of individuals,
  • Services that offer direct assistance, including money, food, clothing or shelter, to sustain an individual or family,
  • Services that are rehabilitative in nature (as that is in conflict with “prevention”), or
  • Services that duplicate services that are ordinarily provided by a government or government agency.

Municipal responsibilities include:

  • promoting and facilitating stronger communities
  • promoting public participation
  • delivery and governing of preventive services
  • promoting and facilitating the involvement of volunteers
  • promoting efficient and effective use of resources
  • and promoting and facilitating co-operation and coordination with allied service agencies

Preventive social services are defined as those that “enhance the social wellbeing of individuals and families through promotion or intervention strategies at the earliest opportunity”.
