REQUEST FOR PROPOSALS

The City of Grande Prairie is requesting a detailed, comprehensive and innovative proposal for the following:  

PERMANENT SUPPORTIVE HOUSING PROJECT
2-YEAR CONTRACT TERM
P-04-431-18

This RFP is intended to select a proponent to provide both property management services and on-site, 24/7 supports using Housing First and harm reduction philosophies for a permanent supportive housing program. This is a two-year Pilot Project.  

Permanent supportive housing is defined as follows for this RFP;

  • Targeted to individuals/couples who have a history of chronic homelessness;
  • Tenancy is not time-limited (an indefinite length of stay is possible, not intended to be transitional in nature);
  • On-site staff support residents with tenancy management and facilitate connection to mobile and on-site supports;
  • Tenants live in independent units (private or roommate accommodated) which are not structured as congregated living;
  •  Tenant-centered care with optimal integration of the site and its residents with the surrounding community.

Submissions will be accepted at the Procurement Department until 2:00:00 p.m. local time on Wednesday, April 4th, 2018.  

Proponents must submit four (4) hard copies of its proposal, one clearly marked “Original” and one (1) electronic copy to be submitted in PDF format and excel format for pricing, no larger than 20 Mb in size via a USB drive or via email to procurement@cityofgp.com.

The Proposal must be submitted in sealed envelopes clearly marked with name and address of the proponent and RFP name, number and Envelope 1 (Price Proposal), Envelope 2 (Technical Proposal). The electronic copy must be in two files, clearly marked as Price Proposal (Excel file) and Technical Proposal.
